I got this error after installing BOINC as a service on Windows Server 2003 when trying to start the service manually (because the BOINC manager could not find a running service). The problem was the log on account. I changed the properties of the BOINC service to log on under the local system account (see Log On tab) and then was able to start it.

Error 1067 is not listed in the FAQ and there was no post here concerning the circumstance I encountered.
