i just made a skin in photoshop but i dont know how to make it a skin.

Have you read Creating a skin for the BOINC Manager page yet?

I don't think there are any howtos, but you should be able to figure it out by studying existing skins. There is one included in your BOINC installation and you can find more examples in BOINC source.
