Greetings!
I am currently running three computers with BOINC on the same network. Two computers are working fine. The third one will not upload completed work nor download new tasks. I have done the following: added both boinc.exe and boincmgr.exe to the incoming and outgoing rules of Windows firewall (configured to allow), disabled the firewall completely, disabled AVG Free (no firewall installed), rebooted multiple times, and removed any disk space restrictions from the BOINC preferences.

Try setting the 'http_debug' Event Log debug flag instead of (or as well as) 'network_status_debug' - that should provide more details on that "transient HTTP error".

Note that SETI is currently down for maintenance, and will be for several more hours. That shouldn't affect the downloading of the files you're trying now, but it will prevent you being allocated any new work for the time being. But given all the changes at SETI recently, it's always possible that today's outage may include more servers than usual, but there's no direct evidence of that yet. (I've got nothing waiting to download, but uploads are going through normally)

Thanks. However, the other two computers are not experiencing any difficulty; transfers and downloads are fine. The transient error only just appeared in the last log. I will enable the log option and post it here.

SETI's maintenance outage has been cancelled for this week, so all servers should be responding normally now.

I have deselected network status debug and selected http debug. Lots of interesting data now.
Oh well, I thought I had checked the SETI site for downed servers. I see the maintenance alert now.
However, why would this one not connect, but the other two do connect?
Strange.

It may be worth trying again later, to see if you get .119 instead - but the one you did try should be valid.

Do all your three machines use the same (if any) anti-virus program - they are often the cause of network problems, though more often with program (executable) files, rather than data files like these.

AVG Business on one with firewall active: works fine
No AV on another: works fine
AVG Free on the problem one (no firewall): I have disabled it completely;

That's been pretty hard-wired into BOINC since - well, pretty much for ever. There's no point in being allocated more work if you can't download the work you've already been allocated - you won't be able to download it.

So, concentrate on the download problem by itself. Curing that will cure the other. Not a good time of night for me to read through all that log - I'll have a look in the morning, if nobody else has chimed in by then.

If this would have been a SSL connection I would say it's a certificate issue but as it is not and I can retrieve the file without a problem it seems your firewall or AV software is interfering.

Try to retrieve the file http://boinc2.ssl.berkeley.edu/sg_images/sah_ss_290.png with your browser and see if that works.

I no longer have an AV program loaded on this computer (let's call it #3)
I have turned off Defender (temporarily of course - got to love Microsoft).
All three of my computers are on the same network going through a PEPWAVE Surf SOHO to a Verizon MIFI.
All are hard wired.
I am not having BOINC issues with two of the computers (let's call them #1 [Win7] and #2 [Win10]).
Computer #3, which is having the issues, cannot connect to that URL using either IE or Firefox.
Computer #1, which is not having issues, will not connect to that URL.
Computer #2, which is not having issues, will connect to that URL.
Any other thoughts?

OK, so let's say it's narrowed down to computer #3 and it's connection to the SOHO.

First thing I'd try is plugging the cable into a different SOHO port - ports have been known to go bad. Unlikely, but it's probably the simplest possible test. (you didn't say whether you'd tried other websites from #3)

And could you try an alternate ethernet cable for #3?

After that, it's software. Have you ever played around with alternative DNS settings? Sometimes, in the bad old days, we discussed overriding DNS for a failed SETI download server by setting a manual IP entry in the local hosts file. Ring any bells? If you have, remove the manual IP - SETI's network is much more robust these days.

If that suggestion doesn't apply, I have come across a Windows network reset command which got me out of a similar problem when an AV program went bad on me, several years ago - I'll need to go and look it up again, to make sure I get it right.

Edit: here are a couple of versions. They both sound 'right' (viable alternatives) from memory - and I'll source them - but we should be careful.

1) Assuming that you're using standard Windows networking - no special add-ons provided by your employer, for example.

2) Run these commands from an 'elevated' - "Run as Administrator" command prompt.

3) Reboot the computer afterwards, to allow the standard settings to be re-created.

netsh int ip reset (source: MSDN)
netsh winsock reset (source: The Windows Club)

I've checked, and both forms are still valid internal commands in Windows 10 Pro.

I will work on rearranging the wired network ASAP, and get back with you soon.
#3 and #2 are connected to another switch which is connected to the SOHO; #1 is directly connected to the SOHO
#3 has no other known network issues and am able to reach all sites via browser that I have tried save that one BOINC site suggested.
I had already set DNS manually on #3 to the Open DNS servers as part of the troubleshooting process.
It was DHCP via the SOHO prior to that.
BOINC was working fine on #3 just last week.
Can't remember when I loaded AVG Free, but I saw no issues with BOINC after the fact until I started #3 back up Tuesday after a few days off.
The free version doesn't contain a firewall anyway, and it has been uninstalled since last night.

Just for reference, I was employed as a computer/network technician for 15 years prior to my retirement in September.

I have replaced the network cable and placed it in another port in the secondary switch.
No change.
Since #2 is working, I have not rerouted that switch.
I ran both of the command lines from the admin prompt.
No change.
I rerouted the cable directly to the SOHO.
No change.
