Boinc 7.8.6 Mac OS 10.13.3 Mac Pro 2010 dual hex core xeons 3.46 AMD HD7950

The manager is stuck saying it is "retrieving current status." None of the menu items are available. Ctrl +shift +E does nothing If I reboot the machine it will connect once when I am running VPN. If I turn VPN off then an ipv6 FE80::1 appears in the dns server and eventually boinc stops working. Turning VPN back on does not make any difference. Only a reboot will restart boinc. I have tried uninstalling and reinstalling the app.
