HI,

My PC has several logins and if someone else is logged in and I switch accounts, then BOINC projects will start processing even though someone's actively using the PC. If only one person is logged in then BOINC correctly recognises that the PC is being used and doesn't start any projects. Is this a known bug?

Possibly by your choice. If all users can't run/control BOINC - an install setting - then I'm not surprised at your result.
