This option in WCG BOINC Manager (localhost) is greyed out so I can't attach to a project.

Are you already attached to an external BOINC account manager like BAM! or GridRepublic? If so, you'll have to use them to attach to (add) a project.

I have the same problem. How do I use BAM! to attach (add) projects?

BAM! isn't something we make or control. Any questions you have about it, that aren't covered in their Frequently Asked Questions are best asked at its forums.
